Some online services unavailable on Saturday 23 November and Monday 25 November

Due to essential maintenance some of our online services will be unavailable over the next few days.

  • On Saturday 23 November between 9am–5pm you will be unable to view your council tax, council tax support and housing benefits accounts or documents while we upgrade our systems.
  • On Monday 25 November between 6–11pm our online parking services will be unavailable. During this time, you won’t be able to review or pay for parking tickets or buy parking permits or visitor vouchers.

Neighbourhood planning

Giving communities the ability to shape the development and growth of their local area.

The Localism Act (2011) and Neighbourhood Planning Regulations (2012) provide communities with the opportunity to shape their local areas through:

  • Neighbourhood Plans (which set policies for the development and use of land)
  • Neighbourhood Development Orders (which can permit development within a designated area without the need for planning permission)
  • Community Right to Build Orders (which allow community organisations to bring forward small-scale development without the need for planning permission).

Before producing any of the above, a Neighbourhood Forum and a related Neighbourhood Area need to be designated by the council.

Previous and current applications 

Tileyard Road and Vale Royal Creative Quarter Neighbourhood Area and Forum applications

The prospective Tileyard Road and Vale Royal Creative Quarter Neighbourhood Forum and Area applications were consulted on from the 19 March to 30 April 2020. The proposed Neighbourhood Area covers part of the Caledonian ward. The forum application was subsequently refused by Islington Council’s executive on the 18 June 2020 after the proposed forum was found to not sufficiently demonstrate that membership is drawn from different places and different sections of the community in the Area or that its purpose reflects (in general terms) the character of the area.

Finsbury Park and Stroud Green Neighbourhood Area and Forum

On 6 September 2018, Islington Council designated their part of the Finsbury Park and Stroud Green Neighbourhood Area and Forum. Part of the proposed neighbourhood area is in the London Boroughs of Hackney and Haringey and the related neighbourhood area and forum applications were approved by Hackney and Haringey Councils in September 2018.

The name of the relevant body which applied for the designations is the Finsbury Park and Stroud Green Neighbourhood Forum. The name of the Neighbourhood Area is the Finsbury Park and Stroud Green Neighbourhood Area. A copy of a map of the Neighbourhood Area can be downloaded at the bottom of the page.

Crouch Hill and Hornsey Rise neighbourhood area

The council consulted on an application to designate a Neighbourhood Area from 28 August to 9 October 2015.

On 26 November 2015, Islington Council’s executive designated the neighbourhood area.

The next step in the neighbourhood planning process would be for a group to apply to the council to be designated as the neighbourhood forum for the area

Mount Pleasant Neighbourhood Area and Neighbourhood Forum

The Mount Pleasant Neighbourhood Forum was designated by Islington and Camden Councils on 4 February 2016 for five years.

The Mount Pleasant Neighbourhood Forum has been re-designated by Islington and Camden Councils (on 7 and 8 September 2023 respectively) for another five years. The application was made by the Mount Pleasant Association.

The designation of the Mount Pleasant Neighbourhood Forum relates to the Mount Pleasant Neighbourhood Area which was designated in 2016.
