Planning Obligations (Section 106) Supplementary Planning Document

Planning obligations are normally agreed between the council, land owners and developers in a legal agreement called a Section 106 (S106) agreement.

These make acceptable a development that would otherwise be unacceptable in planning terms. 

Planning obligations can be used to regulate the nature of development, to address the impacts of development, and to contribute towards needs associated with a proposal. They help to ensure that new development is sustainable and assists in meeting the objectives of the Council’s policies and strategies, including the Islington Together Corporate 2030 plan.

The Planning Obligations SPD (adopted April 2025) provides more detail on policies in the Islington Local Plan 2023. It replaces the 2016 Planning Obligations SPD and 2020 Monitoring Fee charging schedule for Code of Practice in Construction Sites.

The 2025 Planning Obligations SPD applies to all planning applications validated from 30 April 2025.
