How to apply
You must apply at least 10 working days in advance, to allow enough time for Islington Council to process the licence and ensure the coordination of works. Make sure you enclose the correct documentation as incorrect documentation could delay the process.
To apply, complete the temporary vehicle crossover licence online form. As part of the application, you must provide:
- exact location of where the crossover is to be placed
- exact site address if different from crossover location
- a complete description and extent of works carried out on site
- the estimated dates that you require the licence
- a plan
- confirmation that you hold a public liability insurance policy for the sum of £10 million or above.
- a traffic management plan
- a pedestrian management plan
- copies of NRSWA accreditations (one operative and one supervisor)
- an emergency contact number (available 24 hours a day).
If you require that a crossover becomes permanent you will need to apply to the highways maintenance team at 1 Cottage Road, London N7 8TP.
Deposits and fees
No payment is required with your application. If we approve your application, instructions of to pay online will be emailed to you.
Deposits are held until the completion of works. They will then be transferred to a rechargeable works account. The deposit will then contribute towards the final costs of the reinstatement. No reinstatements or reconstruction must be carried out by the applicant.

Any inspection carried out following a valid complaint however received will be subject to a non-compliance fee.
Parking
If you require parking to be suspended, contact the parking team to request this: ParkingSuspensions@islington.gov.uk. A separate application and payment will be required for parking suspensions. It is an offence to place an obstruction in a parking bay, which has not been suspended the council has the power to remove the obstruction and prosecute the person responsible.
